The Crop Insurance Professionals Association (CIPA) is a national organization of agents – spanning from Florida to California and from North Dakota to Texas – who are committed to maintaining and strengthening the safety net for the American farmer and rancher through a strong Federal Crop Insurance Program.
With all the uncertainty in today’s economic climate, coupled with the volatility of the weather, commodity prices, and input costs, the importance of effective risk management tools for the American farmer and rancher is greater now more than ever.
CIPA members, with the help of our affiliated companies and industry representatives, work to help producers manage and minimize the impact of these uncertainties on the bottom line.
It is both our challenge and pleasure to support those involved in our nation’s most fundamental pursuit, the production of food, fiber and energy for a growing and ever changing world.
Message from Our Chairman
Every agent knows about the complexities in crop insurance that make for daily challenges while operating in a public-private partnership.
When CIPA began as an organization in 1996, little did we know how important the organization would become for agents to have our own platform in meeting issues head on.
Since then, our members have listened to the priorities and concerns of agents from across the country and then worked, with a high degree of success, to address them.
Whether it is working with Members of Congress on legislation or Department or Agency officials on regulatory matters, CIPA has stood shoulder to shoulder with America’s crop insurance agents…and the farm and ranch families that agents serve every day.
Ultimately, the success of any organization is measured in large part by the caliber of its members. And I take great personal pride in the fact that CIPA members are of the highest moral and ethical character, always striving to do what is best for the program and best for our customers who depend on us.

Our Goals
The objective of CIPA is to maintain and strengthen the Federal Crop Insurance Program to ensure that farm and ranch families have the risk management tools that they need to succeed, in part, by ensuring a strong delivery system with agents across the country serving on the front line. Specifically, we:
- Engage Congress and the Administration on issues important to our customers and agents.
- Exchange information among agents and with producer groups and companies.
- Educate members on issues of importance to the Federal Crop Insurance Program.

CIPA is represented in the nation’s capitol by Combest Sell & Associates, LLC, led by the former Chairman of both the House Select Committee on Intelligence and the House Committee on Agriculture, Larry Combest, and Tom Sell, an attorney and former Deputy Chief of Staff to the House Committee on Agriculture.
Along with Combest and Sell, Jeff Harrison, an attorney, former counsel to the House Committee on Agriculture and a senior U.S. Senate staffer, and Matt Schertz, a former professional staff member of the House Committee on Agriculture, provide experienced and effective representation in Washington.
